I think this issue of alternates/support staff is a very interesting one, and I appreciate your raising it. You are the only one of us who has now been on two review teams… a special standing.  I recommend we consider it as part of our January meeting discussion.  Do others agree?

Considering such a policy raises a number of questions:


* Can anyone serve as "support staff" or must the staff member be from the same "organization",

JMB:  This wasn't formalized, but in all cases the support staff was from the same organization.

 

* Depending on how we answer the above, what is the policy for "individuals"?

JMB:  ?

 

* Is travel for support staff funded?

JMB:  No.

 

* Can support staff participate in discussions, email or otherwise?

JMB:  Yes, but with the qualification that they are either speaking on behalf of the full member, or speaking to administrative issues.

 

* Can support staff vote, in the absence of a member?

JMB:  THere were only a few formal votes on the ATRT, and in all cases the support staff did not have a vote.

 

* Are supported staff counted when determining quorum (this assumes we vote)?

JMB:  No.

On the ATRT, each member was allowed to name a person to function as their support staff or adjunct to the Review Team. I fulfilled this role for Warren Adelman. Support personnel were non-voting members, but included in all teleconferences and face-to-face meetings, and on the mailing list.

Is this something that RT4 members plan to do as well? By way of disclosure, I have no plans to include any support staff.
