Edmon: hmm sarmad, also we might want to distinguish between an update of the LGR initiated by a renewed generation panel vs. an "appeal"

Edmon: i guess i read appeal as a different thing, and for that we should set some tech bar, because a renewed GP can be convened for consideration of a number of codepoints without a particualr recommended change to the LGR already in place
