Adding to Dessalegn’s note, it would be helpful if you can state an specific example i.e. code points, are they pvalid?, are they in MSR-3?, etc.

It is not a bit clear, do you mean the character doesn't appear in the MSR-2 document? The scope of GPs are primarily shaped by the MSR-2 document. A GP of a given script is not allowed to deal with a character or code point not included in the MSR-2 document.
