Edmon: i think sarmad is correct about 2nd level registrations, however, it might be useful for us to put in a recommendation that says if an IDN Variant TLD is identified and allocated it does to some sense mean that end users may likely treat the 2 TLD strings as interchangeable, and therefore would be surprised if the 2nd level domain is not in some ways equally "bundled"... <domain>.<IDN> => <domain>.<IDNvar> should at least be allocated to same registrant?... and ICANN should check the rules of the application to ensure that is the case?
