I’m writing this to you later than I had anticipated and unfortunately not as complete as I had anticipate either. However, the draft has substantial changes based on our deliberations.

At this point, I’d would like to:

1. release the revised draft for you to comment https://docs.google.com/document/d/11zWxuuHOy-IMXwaJE8wSSch0M8Mgd9xdpAji0-1Bz68/edit?usp=sharing, and
2. meet on Monday April 8 to review the comments and answer any questions. Unless there is strong objection I suggest we meet at our usual time at 1400 hours UTC

In the meantime, I will continue editing the draft on the supporting sections e.g. summary, scope, definition, appendices.
