I did a comparison of the code points  in question with popular UI fonts. This is the approach we agreed on last SinhalaGP meeting for evaluation.

Based on this I agree with Aruni on both accounts.

OC30 / 0CB0 / 0DBB: IMO 0DBB is distinctive enough to not be a varient of the former. But it is close.
OC05 / 0C85 / 0DB4  and OC06 / 0C85 / 0DB4 : These are distinctive in smaller sizes as well. Therefore I think they dose not qualify.

OC05 & OC06 look like a stylized  ප. Also, only when it's small.
