I apologize for taking so long to get this out. The SSAC Memo on Urgent Requests and prepping for ICANN 78 took precedence over this work. 

For work party members who only want to know the recent changes below is my log of recent changes. 

Changelog:
-wrote Executive Summary
-rewrote first paragraph of 5.3, correcting errors about ENS
-added text and ref (“In-Depth Evaluation of Redirect Tracking and Link Usage.” Proceedings on Privacy Enhancing Technologies 2020) to end of 7.1
-added text and ref (https://stats.labs.apnic.net/cfnxdata/) to end of 7.1
-reordered Findings to order them by Section 
-added work party Members to Acknowledgements
