Q: Is there any monitoring mechanisms implemented to ensure 1. proper tracking and compliance checks of complaints received (e.g. from law enforcement) 2. periodic monitoring of contractual obligations of
registrars.
A: ICANN Contractual Compliance uses the ICANN Contractual Compliance Approach and Process (https://www.icann.org/resources/pages/approach-processes-2012-02-25-en)
to process third party complaints and conduct proactive monitoring and audits related to registrar and registry operator security, stability and resiliency issues, including those related to DNS abuse, WHOIS accuracy, WHOIS service and format issues, data
escrow, other critical registry technical functions and reserved names and names collision occurrence management. The same approach and process is applied to all complaints, regardless of whether the complaining party is from law enforcement or otherwise.
