It is clear that we will have a very large number of public comments to handle.  We cannot handle them in the way that we have been handling the team comments.  We need to divide and conquer.  We are still expecting comments from GAC; hopefully they will come by the end of the week.  I suggest that we for a sub-team to handle the comments related to each recommendation, then each sub-team will produce document updates and comment resolution text for each comment.
