Thank you for following up on this.
I'm still struggling with why the original question was felt to be out of scope by staff. It is unclear to me how such a conclusion could be reached. I do not think it is for the staff to decide unilaterally to refuse to answer a request for information relating to our work.
Before moving forward on answering this reframed question, please would staff provide a clear statement that they refuse to answer the question as originally posed, and a clear explanation as to why. This should help the Team understand and address both the process and the substance involved in this issue.

Hi All,
As stated, the latency of response was my doing and I apologize for letting this slip by a week. I had very limited access to email throughout last week (please bear in mind that the request for reframing only took place at the 0600 UTC call on June 13).
The original question asked by the review team was:
Regarding L-root operations and hosting: What is the planning process vs. passive response? Is there a master plan for anyone who operates, in terms of Anycast? And how is that overall process implemented?
The DNS Engineering team’s proposed reframe of this question is:
What measures are undertaken by ICANN for the anycast deployment for L-Root to ensure physical and network security and stability.
If the review team feels that this reframe fits within the spirit of the original question, please indicate so
