Please review the chat comments from today's July 18 IRT meeting and consider modifying the ASP Handbook to change the reference to the financial disqualification provision in the Handbook that will be referenced in the public comment request on the Terms and Conditions.  Several ASP SubTrack members commented on this in the chat in the IRT meeting.

Right now the ASP Handbook says an applicant is disqualified if any related entity or investor that would itself not qualify under the financial eligibility rules acquires a "majority interest", then the Applicant is disqualified from participation in the ASP.   In our meeting this week, that was changed to disqualification of the Applicant  if an unqualified entity acquires a "controlling interest".  We haven't defined that term yet but it will be confusing to potential applicants if we don't change this language now. 

In other words, before public comment, "majority interest" needs to be changed to "controlling interest" with no specific percentage number mentioned in the ASP handbook. 

This will be more effective and we wont' require a second comment period if handled this way.  It's an important provision.  The SubTrack would not mind having feedback on how to define "controlling interest" as we are currently working on that definition.
