Thank you for reaching out about this and allowing us to explain: The ASP handbook had been published for public comment earlier this year. See link to the proceedings
here:
https://www.icann.org/en/public-comment/proceeding/review-of-the-draft-applicant-support-program-asp-handbook-new-gtld-program-12-02-2024. All subsequent changes to the handbook were discussed in detail with the
ASP sub track. The recordings of these meetings can be found
here. The IRT sub track members believed that the substance of the changes that the group agreed on following the public comment did not warrant another comment period. So, unless there are substantive changes made to the handbook prior to Board adoption,
there will not be another public comment on the ASP handbook.

Thanks for your note and thoughtful question. Our understanding is that the status of the v3 ASP Handbook is a "Draft Final Report--pending Board approval".

A question, do we define this non Board approved drift as as:
- as a draft
- as provisional
- as subject to change
- as unofficial/unapproved
- ...
The announcement seems to just indicate that it is the current version - seeming to indicate a certain amount of finality with indeterminate uncertainty.
