Thanks Elisa.  Regarding the CPE RFP,  I think it's important to distinguish between potential providers who are able to supply a new panelist to review a challenge to the denial of CPE and those who do not have that capability.  There is no realistic chance that a panel or panelist reviewing his/her/their own decision assigning a failing score could examine that denial in an objective manner.

It's just not that hard to hire a consulting panelist for that purpose who possesses the same credentials as we expect from the original.
