According the discussion we had today on the meeting about "3.5.8.1 Objections Filing Window" and combining the long accepted language could fit better back to the wording "General Public with Standing". 

Remember the AGB in 2012 only lists "parties with standing" under 1.1.2.6 objection filing (p.1-10) https://newgtlds.icann.org/sites/default/files/guidebook-full-04jun12-en.pdf

"A general public comment forum will remain open through all stages of the evaluation process, to provide a means for the public to bring forward any other relevant information or issues" - p.1-7

p.2-35 "Concerns of the general public (i.e., non-applicants) can be raised via the public comment forum, as described in Module 1"
