I’m not sure what you mean. If you mean they already paid the application them that is separate, especially if you have to option to enter the raffle or not.

There cannot be provisions in the law that require paid entry. It is the opposite – there are requirements that only start to apply when there is paid entry. So having a raffle without a required entry fee would avoid those obligations and issues.Marc H. Trachtenberg
