I believe there is no support in SubPro policy for disincentivizing private resolutions, only to disincentive applying just for profiting from private auctions. On the contrary, contention set resolution solutions such as Joint Ventures were explicitly added as allowed. I wonder if the actual request for the vendor was more nuanced than that ?
