Many thanks for this important announcement and the link to a FAQ.
I would add an additional link, that all Community Applicants will need to fund (cashflow) this additional CPE Fee of US$ 52936 , and should build the associated costs into their best and worst case business scenarios / models( Q208-221) and the Appendix 5 Templates requirements for Standard Financial Profile pre application.

The announcement also links to an FAQ page that includes an update for the CPE fee. ICANN plans to update the AGB with this information as well, which will be reported to the SPIRT via the change log.
