Unless they are trying to establish that the value of the raffle is 10 dollars instead of USD 220k. Because there is an entry fee either way.

There cannot be provisions in the law that require paid entry.  It is the opposite –  there are requirements that only start to apply when there is paid entry.  So having a raffle without a required entry fee would avoid those obligations and issues.
