In your email below of 7 Sep, you listed 10 sections that would be included in the second Public comment proceeding on the draft AGB sections. 

As it appears, the Second Proceeding for Proposed Language for Draft Sections of the Next Round Applicant Guidebook does not call Legal Compliance. Could you please let us know if Legal Compliance is either (a) captured under one of the other listed topics, or (b) was withdrawn from the present second public comment proceeding.
