It doesn’t with that way. The application fee is for processing the application. The raffle is a separate part of it. People are not paying the fee to enter the raffle but rather to just get their application processed. The raffle is for those who want to get their application processed more quickly. It is true that only those that have applications are eligible to enter but that’s not the same as paying the application get to enter a raffle.

There cannot be provisions in the law that require paid entry.  It is the opposite –  there are requirements that only start to apply when there is paid entry.  So having a raffle without a required entry fee would avoid those obligations and issues.
