Hi Elisa, Regarding the draft Security and Stability language, it may be necessary to provide more detail regarding the use of the term "first come, first served". There is a reference to application priority order but readiness for delegation entails many other elements. In this regard, I am particularly concerned about determination of the term, "first come first served" in relation to any new standards which may be adopted by the Board in response to the Name Collision Analysis Project Risk Assessment recommendations forwarded to the Board by the SSAC. In those recommendations, the order of referring TLDs to the proposed Technical Review Team is up to ICANN but we don't know how that process, if adopted by the Board, might be determined or how it might affect affect the order of delegation. Is there some manner to account for this in the draft language? Do we consider the current draft sufficient to cover any new evaluation procedures which may be adopted and how that might affect the "first come, first served" status of an application? For example, some applications may "fly through" Name Collision Risk Assessment and others may require more steps and more time. Do we apply the same principles here as financial analysis? Is that clear to NEW applicants and Applicant Support candidates through the use of this draft language? I am not at all certain that Name Collision Risk Assessment will be conducted based on application priority order since I don't believe this is specified in the NCAP Discussion Group report as forwarded to the Board by the SSAC.
