MSR-2 open for public comments
Dear Tibetan Script Generation Panel Members, Welcome to those who are joining this panel. Please note that this work is being undertaken and governed by the Procedure to Develop and Maintain the Label Generation Rules for the Root Zone in Respect of IDNA Labels <http://www.icann.org/en/resources/idn/variant-tlds/draft-lgr-procedure-20ma r13-en.pdf> . This procedure requires script communities to formulate a Generation Panel, then start from the Maximal Starting Repertoire (MSR) to formulate a proposal for Label Generation Ruleset (LGR) for the Root Zone. The LGR will be used to determine labels and their variants (if any) for the relevant script for the Top Level Domains (TLDs), e.g. .com, .org, .bt, .sg, (in Latin script) etc. This work, which you are undertaking, is important because it will determine TLD rules for Tibetan script. Please note that Root Zone is not based on language but on script. This entails that the final proposal should address all the languages being used by Tibetan script globally. At this time, kindly note that the MSR is available for public comment at https://www.icann.org/public-comments/msr-2014-12-15-en. It is important for you to review the section on Tibetan script in the tables at https://www.icann.org/en/system/files/files/msr-non-cjk-14nov14-en.pdf (pp. 75-78) especially to make sure that the code points excluded (in pink) are not needed for TLDs (please also see the overview document for further details: https://www.icann.org/en/system/files/files/msr-overview-04dec14-en.pdf). Dear All, We hope that you have had time to go through the procedure document. The procedure is a complex document and we are available to respond to any queries on it, both through email or conference calls. As the first step going forward, we would need to develop a proposal for Tibetan script, as per the attached template. Links to sample Arabic and Chinese script proposals are also given in the template. I would suggest that we set up a weekly or fortnightly time for a call where we can discuss details of the work to be undertaken to develop the proposal, if that is convenient for you. Kindly let us know a suitable time and day for this purpose.
