How mail service providers managed punctuation characters (stripping or keeping it) do not affect the way normalization does. It can be discussed as best common best practice in email, but it's not about common best practice in UA.

 Agree. We should do nothing about it.
Even if there has a Normalization norm, some implementors will ignore it, then it will cause some inter-operatibility.
So the best way is to do nothing.
