As we get closer to choosing an EAI Evaluation contract, I think we need to be clearer on the evaluation critereia.

I had asked last year if anyone had a test suite, but receive no answer.  I am hoping that someone might ask their colleagues.

Attached is a high-level description of what the evaluation criteria should test.
