WorkStream Simplification of Staff input documents

      Dear WS1,

for the record, I have recently sent out suggestions for
simplification/evaluation of the Staff input document by private email
to each of the people in the WS1(a)-(d) sub-groups. All four
spreadsheets are attached to this email. I hope that this will be
helpful in our focussing on the identification of the sticky,
outstanding issues.

Let me know if you can't open the files (re: Excel version) and I'll
email them to you directly in another format of your choice.
