Assessment of WHOIS RT Recommendations

I have started working on the recommendation assessment (so far only the first 2). I found it awkward to do as a word document, and transformed the template we had agreed upon into a spreadsheet. I plan to continue and may have it complete by the time we meet, but no guarantees. I will send periodic updates. I have also started a dialog with the original RT to get their impression on some issues. So far, only on whether the web page created in response to Rec #2 on a single policy repository meets their original intent. As I collect answers (so far only from Bill Smith), I will distribute to this list. Alan

Please see item 2b of the Approved resolutions of the 25 June meeting of the New gTLD Program Committee (http://www.icann.org/en/groups/board/documents/resolutions-new-gtld-25jun13…) and the reference to Annex I (http://www.icann.org/en/groups/board/documents/resolutions-new-gtld-annex-i…) Item 1 of Annex 1 reads: ICANN is concluding its development of a WHOIS tool that gives it the ability to check false, incomplete or inaccurate WHOIS data as the Board previously directed staff in Board Resolutions 2012.11.08.01 - 2012.11.08.02 to begin to "proactively identify potentially inaccurate gTLD data registration in gTLD registry and registrar services, explore using automated tools, and forward potentially inaccurate records to gTLD registrars for action; and 2) publicly report on the resulting actions to encourage improved accuracy." I find it disturbing that we were not told about the development of this tool, and I ask staff for further details. Alan

Staff is working on responses to your follow up questions pertaining to the WHOIS implementation and will provide an update prior to Durban. Michael, you are right, the idea is simple. The problems are over whether translation or transliteration is what should be requested (and there are situations where one is more appropriate than the other, but it is sometimes depends on the particular string. Also, since this is a decision that will affect Registry/Registrar contracts, it must be addressed through a formal PDP. Also, who it is that should do the translation/transliteration is not obvious. Michael, With regard to Rec 12 and 13, my understanding was that 12 was addressing the overall issue of IDN registration data (ie Whois) presumably as entered in its native script. The lack of progress here is not good, in my mind. 13 was addressing a particular subset of that, how to render the IDN information in ASCII, either by translation or transliteration or some combination. This is an admittedly messy areas and one that there is no obvious answer to. The spreadsheet was not particularly helpful on this Recommendation, but I was aware of the current situation and chose not to ask for a clarification, since I can provide it myself. The GNSO requested an Issue Report (the first step to a PDP) on this last October (before the Board motion on the WHOIS RT), a preliminary report was delivered in January and the final one in March. Based on this Issue Report, the GNSO Council voted at its meeting last Thursday (June 13) to initiate a PDP. So that one is moving along about as well as can be expected. This level of inaccuracy is a major problem for many stakeholders, including governmental law enforcement agencies who investigate serious crimes. Another important aspect of this issue relates to the need to collect reliable data on WHOIS accuracy levels, to allow ICANN (and the community) to assess the impact of any reforms it introduces, any ramp up of its compliance efforts, and so on. In response to these recommendations, the Board directed the CEO to begin proactively identifying potentially inaccurate data registration information, explore the use of automated tools, and forward on any potentially inaccurate records to registrars for correction. The Board also directed the CEO to produce public reports on these resulting actions, to encourage improved accuracy of WHOIS data.
