Hello everybody, Welcome to the kickoff of the Reviewing CEP WS2 subgroup of CCWG-Accountability. Thank you so much for volunteering to help in this effort. This is a specialized topic, we have a small group, and I hope that combination will allow us to focus laser like on the issues before us and rapidly make progress and allow us to achieve our goals. We are starting later than the other eight groups for reasons both of design and circumstance. I did not want to begin our efforts prior to receiving a staff paper. Although completed at an earlier date, that paper was not published to our wiki page until 19 September. I also wanted the IRP Implementation Team to be well under way before we began. The CEP is intimately intertwined with the IRP and knowing the initial concepts of the shapes and rule structures of the IRP will be helpful for us. As we begin let me confirm what should be obvious but sometimes is not: my role. As rapporteur I’m your voice. My goal is to create an environment and structure in which the views of this group are recognized and realized and then conveyed to the wider plenary. I’m not perfect: if I make a mistake let me know. I’ll do my best to satisfy any and all concerns. One additional construct: time, yours and mine. I will do my very best to streamline matters and processes so we are able to maximize our output with a minimum impact on your schedule. It is my hope we will be able to do as much work as possible in an asynchronous fashion on the list and, to the extent that we have the person power, to use small groups in an effective manner to develop our ideas. Please be so kind to check and ensure that your name is on our roster and in the appropriate category (active participant or observer). If an error has been made or you’d like to switch status please let staff know as soon as possible. Statements of Interest (SOI) are required for CCWG participation. If you don’t yet have a SOI please create one prior to our first meeting. The Reviewing the CEP staff paper is available on our Wiki. For your convenience a PDF version of the staff paper is attached to this message. Attached also please find a document where I’ve pulled language from both the old Bylaws and the new Bylaws concerning the Cooperative Engagement Process (CEP). There are changes that should be noted. In addition, a copy of current CEP processes is included. Our remit is rather broad. We are able if we wish to recommend changes to Bylaws provisions relating to the CEP, per section 27.1 of said Bylaws, under the special terms applicable to work stream 2 matters. We certainly do need to develop the “CEP Rules” per new Bylaws §4.3(e)(i). Basically, if it involves the CEP we can consider it. Anything you can come up with, we can look at it! I’m excited to get us going and to the prospect of working with all of you in a professional, respectful environment. Towards that end I could use your help with the following matters as soon as you are able to give them your time and consideration: 1. Please complete a Doodle poll so we can schedule our first few meetings. Once we have this input I’ll work with staff to schedule our first few meetings. I hope to get the meeting data to you no later than Thursday. 2. We have volunteers who bring a variety of experiences to the table. Some of you have been through multiple CEP’s; some of you have never been involved with one. Please read the attached documents and try to bring some basic knowledge about the CEP and our groups tasks to our first meeting. In addition, I will do my best to put together an introduction to the CEP and our remit for that meeting. I’d like to get everyone on as equal footing as possible from the start. 3. Please think about the scope of this group: what aspects of the CEP do you want us to look at, what approaches will you be proposing, what data do we need to be able to make informed choices? These are the types of things we need to try to begin to look at from the outset. 4. Finally, what would you like to have on the agenda at our first meeting? I’ll ask for specific responses to this question once we have a time and date set, but it might be a good idea to start thinking about this now.
