Thanks for this Bernie I think this is a very workable document and note the  edits  / support  from Pam  (I find these friendly amendments indeed Pam :-)   I agree our use of this text will allow for a very "Implementable first step on a longer  (and it needs to be) Diversity in ICANN pathway, but well and positively meets our brief from WS1.

To that end   I also made a couple of minor edit suggestions in the G Doc, and I hope at our meeting we can resolve all the comments received on this then take the next step of pushing this document forward as our next phase and to become our recommendations for CCWG Review  at the next plenary meeting.

Many thanks to Bernard for the updated draft. I like the reworded recommendations as they seem a lot more  "implementable" than those in the earlier versions.

I will not be able to attend the call tomorrow (due to time zone issue) and send my apologies. However, I would try to explain the rationale for my proposed changes to Recommendation 2:

Recommendation 2: Each SO/AC/group should identify which elements of diversity are mandated in their Charters or ICANN Bylaws and any other elements that are relevant and applicable to each of its levels including leadership (“Diversity Criteria”) and publish the results of the exercise on their official web sites.


My thinking is that some elements are already mandated and some are additional (to be identified) and we should recognize and assess both. For example:

RrSG Charter 4.3.4:
Each of the GNSO Council Representatives should be from separate geographic region in accordance with ICANN's Bylaws.

RySG Charter:
VIII.C In order to promote broad representational diversity in accordance with principles contained in the ICANN Bylaws, no more than one (1) of the elected RySG Representatives may come from the same geographic region as defined in the ICANN Bylaws.

ICANN Bylaws 7.2(b):
In carrying out its responsibilities to nominate the Directors for Seats 1 through 8 for designation by the EC, the Nominating Committee shall ensure that the Board is composed of Directors who, in the aggregate, display diversity in geography, culture, skills, experience, and perspective, by applying the criteria set forth in Section 7.3, Section 7.4 and Section 7.5. At no time when it makes its nomination shall the Nominating Committee nominate a Director to fill any vacancy or expired term whose designation would cause the total number of Directors (not including the President) from countries in any one Geographic Region to exceed five; and the Nominating Committee shall ensure when it makes its nominations that the Board includes at least one Director who is from a country in each ICANN Geographic Region ("Diversity Calculation"). For purposes of this Section 7.2(b), if any candidate for director maintains citizenship of more than one country, or has been domiciled for more than five years in a country of which the candidate does not maintain citizenship ("Domicile"), that candidate may be deemed to be from either country and must select in his or her Statement of Interest the country of citizenship or Domicile that he or she wants the Nominating Committee to use for Diversity Calculation purposes. For purposes of this Section 7.2(b), a person can only have one Domicile, which shall be determined by where the candidate has a permanent residence and place of habitation.

As per the Diversity Rapporteurs request please find attached my suggested edits to the Diversity recommendations for consideration on our next call.

I have tried to be very faithful to the original intents in most cases and have added a few things that seemed to be required and consistent with the other recommendations.

The biggest overall change is that I found a number or the original recommendations overlapped which usually causes issues - as such I have cleaned this without hopefully changing any intents.
