The Bylaws provide that "All IRP proceedings shall be administered in English as the primary working language, with provision of translation services for Claimants if needed." My suggestion to the drafting team would be that they develop this rule in a fashion that enhances diversity. For instance, the supplementary procedures could provide, inter alia, the following concretizations of the above rule: - That translation also means interpretation during hearings. - That, when translation services are required, they are granted per default (and rejection is ruled out generally). - Also that the translated documents are provided at the same time as the original English documents or, at least, that the corresponding deadlines only count whenever the translated document has also reached the interested party, etc. Hope this may be taken on board by the drafting team.
