If you look at the proposal for path forward document also enclosed along with the agenda, you will find this;

"Each participant should pick one issue which they believe is in scope for us and post that issue......"

That said, if that indeed has been proposed by the Chair then I agree that it isn't appropriate. Infact I don't see why anyone should be formerly tagged with issues raised except where there might be need for clarification. 

I am of the opinion that there should be no limit to issues to be raised so long as they are within scope. The subgroup should own whatever issues raised and address them as such.
