Dear All,

Thank you very much for your active participation.

As of 20 august extensive e-mails exchange resulted a very positive and constructive message each of which analyzing various aspects of the rem jurisdiction.

Some 8-10 distinguished participants provided their valuable and relevant expert views/ comments on the matter.

Some of these comments / views were contradicting each other but all were pertinent and quite valid.

The discussion was reach and instructive. There are some sign of a way forward if, and only if, one could reconcile the views or at least bring them more closely to each other.

We should not neither optimistic nor pessimistic as the issue is quite complex and multidimensional.

This certainly indicates some lights at the end of this long and dark tunnel.

What we need t is to understand each other and to be realistic and pragmatic .This would not be easy as it requires patient, fairness, mutual respect to each other’s views and constructive comments to remove doubts, inconsistencies and endeavor ways and means to formulate a realistic, workable, implementable and valid approach satisfactory to each of the concerned people.

This exercise would be a test of our wisdom, pragmatism and mutual understanding.

The tone and language used are very promising .The words and expressions are positive and friendly.

Let us make every effort with a view to find a common ground.

The entire community cautiously looking forward to hear from this expert group on how it addresses and tackle this ever complex longstanding I issue.

To enable 7 assist a thorough analysis of the matter so far discussed, I spent some hours and put together all comments in the order they raised and relevant to each comments and counter comments.

You may or may not find it useful but I offer that to you as attached.

The agenda and documents for today's call are attached.

Please note that the 24 hours Bernie and I allowed ourselves to collate all submissions into a single document proved to be insufficient, due to the timing, volume and nature of the submissions.  We will continue to work on this over the next few days.

I've indicated in the past that there would be no absolute deadline for submission of proposed issues until it was absolutely clear that a deadline was being set.  For this reason, and since the combined document is still in progress, the Subgroup's participants can continue to send submissions until 23:59 UTC on Sunday, August 27.  This will be the final deadline for submission of issues.  It would be helpful if any further potential issues and recommendations submitted hew closely to the request for succinctness. Thank you.
