Actions being suggested are partial and thus insufficient.

They do not adequately address the problems

We wee reluctantly agreed not to insist on venue nor applicable law provided that the OFAC restrictions unilaterally imposed by one government be waived. Consequently we are not comfortable with the RECOMMENDATION
