Attached are copies of the OFAC recommendation, revised to reflect the issues raised and the results of discussions during the reading of the recommendation on last week's call.  The Google Doc has been revised following that reading, and Word and PDF copies reflecting these revisions are attached.

Please review this version prior to the call.  I would like to suggest that the upcoming call be considered the "second reading" of the Recommendation, and the Recommendation be left open for 48 hours afterwards for comments from those unable to attend the call.
