We have a general guide in WS1 final report. * Matthew Shears: I see this as a necessary first step - as Vinay says not everyone may have had the "benefit" of participating in the CCWGs etc. * Milton Mueller: "no plan, no guidelines, no vision. perhaps it is planned to do nothing" - join the nihilist caucus! * Kavouss Arasteh: We are not on the same page.
