To solve the inconsistency I suggest the below:
At the moment recommendation5 reads as: "Notes, minutes, or records of all membership meetings should be made publicly available."
I suggest to clarify that this recommendation is for "open" meetings. If we agree, then the recommendation should read like this: “notes, minutes, records of all open membership meetings should be made publicly available.” This means that those meetings that are closed only, the recording should be made available for the members and does not have to be provided publicly.
