I believe an agreement will be reached with some issues remaining unresolved. This will help maintain momentum and demonstrate a commitment to ongoing negotiation.

To answer your question - having in mind that this is a hypothetical situation, I can’t provide an answer. But we all see that the co-facilitators are doing everything they can to reach agreements between member states, and now provide yet another opportunity for them to meet and negotiate the texts, which are still “open”. Given the timeline, the co-facilitators will have several weeks to continue with their attempts to bring together the different parties and find some common ground. It is very likely that after a very long process, they will reach some form/kind of an agreement on the open texts. Hope this is helpful.

The Pact for the Future is already in rev.2 (as of July 17), so combining the two is highly unlikely at this point of time. The whole idea behind the GDC is that it’s a compact, and it will be an annex to the Pact (it’s not the only one, by the way). The staff from the UN has published rev.2 here: https://www.un.org/en/summit-of-the-future/pact-for-the-future-revisions [un.org]
The GDC rev.3 is still not published on the webpages, maintained by the Tech Envoy’s office: https://www.un.org/techenvoy/global-digital-compact [un.org]

How do you see the option, to include the uncontroversial parts of the GDC, that is the principles and objectives (without the implementation details) into the "Pact of the Future" with a recommendation to continue negotiations on the controversial issue (data governance, AI, GDC Follow up, human rights etc.) during WSIS+20?

The GDC co-facilitators have announced informal GDC consultations on 19th of August, where the member states will discuss the texts, which broke the silence procedure of rev.3. Perhaps the new rev.4 will be published soon after that date.
