Hi Alexey.  We all appreciate the active participation by ICANN.  Could you please elaborate on the request to change a reference to "fragmentation of the Internet" to "fragmentation of the Internet architecture" and why this is viewed as important in the terminology?   (I want to be able to explain this Council in the update on WSIS+20 in our Thursday meeting."

IMSB-led Virtual Stakeholder Consultation on Revision 2

of the WSIS+20 Draft Outcome Document

Chair, Ambassador Janina, and esteemed colleagues.

 

ICANN welcomes Revision 2 as a clearer and more balanced basis for the final WSIS+20 outcome document and appreciates the considerable work that has gone into this updated version.

Consistent with its earlier comments on Internet Governance, ICANN supports the continued affirmation of the value and principles of multistakeholder cooperation. This commitment is reflected throughout the text, alongside the reaffirmation of an Internet that remains “open, global, interoperable, stable and secure”. ICANN also appreciates  that the distinct role of the technical community continues to be clearly recognized in this version. 

Protecting the technical underpinning of the Internet is essential to its continued stable and secure operation. In this regard, ICANN supports the addition of the reference to a “predictable and transparent enabling environment that encompasses policy, legal and regulatory frameworks” in paragraph 48.

In paragraph 91, the term “fragmentation of the Internet” is not as precise as “fragmentation of the Internet architecture,” which appeared in the Zero Draft. As this is a small editorial change, we hope the more precise term may be used in the final document. ICANN supports the reaffirmation of the need to promote international cooperation to identify, address, and prevent the risk of fragmentation of the Internet. We respectfully suggest adjusting the order of the verbs to “identify, address and prevent,” which is clearer and more aligned with common usage.

Regarding the Internet Governance Forum (IGF), ICANN supports the recognition of the work of the IGF’s Multistakeholder Advisory Group and the IGF Leadership Panel in paragraph 98. UN DESA has played an important role in supporting the IGF, and the IGF Secretariat would benefit from the “appropriate staffing and resources” referenced in paragraph 100. ICANN also welcomes the call for the Secretary-General to submit a proposal to the 80th General Assembly Session on diversified funding for a strengthened IGF Secretariat, as reflected in paragraph 103. 

ICANN appreciates the establishment of the IMSB as part of this process and recognizes the tireless effort of the IMSB in supporting the WSIS+20 co-facilitators through proactive engagement across Internet stakeholder groups. ICANN hopes that the IMSB’s contribution will be reflected in the final outcome document and considered as a model for other relevant UN processes.
