We often assume Indigenous communities are captured under the term underserved. It's not so. It's better to differentiate and mention explicitly. 

Also, we have advanced countries with indigenous communities. However, Matthew agrees with my opinion but modified the word communities to people. I believe this is to remove ambiguity of claims, and sticking to individuality. 

Thus, "developing countries, underserved people, and indigenous people".

Many thanks Jen.  Regarding the Elements Paper, I note that indigenous people are mentioned in Item 8 but there is no specific provision for full participation by this group in the WSIS process.  There is a provision emphasizing participation in relation to developing countries but I think we all know that indigenous populations are generally underserved.  In the U.S., for example, these populations are on reservations and struggling with issues as basic as lack of running water etc.  How can written comment on the Elements Paper be submitted to modify Item 4 as shown below in bold?
