I’m still reading it over again to fully digest it, but disappointedly the calls for IGF funding now reference voluntary contributions which would mean the status quo, so this GDC would not address a pressing need.

More challenging though, paragraph 72 is an indirect way to centralize all digital/tech work in an NYC office and we have seen that these processes and work methods are not open, transparent, democratic, or accountable.  They aren’t even membership driven if you are a government.

A real risk is that governments might go along with the GDC as is, as the decision on when and how to implement the ideas of paragraph 72 gets bumped to the Sept General Assembly meeting.  So you could defer now and then try to say no later.  That is a very hard argument to win. 

Same thing on all the new AI stuff.

Hopefully some governments will be brave enough to break the silence procedures and say no now.

In a quick initial scan I see positive language in the Internet Governance section (for instance, paragraph 27).

 

The follow-up section contains also positive language about leveraging existing mechanisms; for instance, in para.70 it still contains the suggestion to include an IGF track. Although the idea of proposing a new office is still in paragraph 75, and a High-Level review in the 82nd session is in para. 75.

 

We (Internet Society) will work quickly on an updated version of our Matrix in case is useful for other members of the list.
