Thank you Jodi. Terrific substance in this TCCM comment! One question I have is about IGF Outcomes because a later contributor seemed to object to the use of "Outcomes" in connection with IGF work and suggested some other word. TCCM definitely refers to contributions from IGF as "outcomes" and I am wondering why anyone would object to that?

Separately, on fragmentation of the Internet, as previously stated, I think the language of Rev 1 Paragraph 50 is very awkward. It says:

50. We strongly urge States, in building the information society, to take steps with a view to the avoidance of, and to refrain from, any unilateral measure not in accordance with international law and the Charter of the United Nations that impedes the full achievement of economic and social development and hinders the well-being of the people of the affected countries.

Though I know they are trying to shorten the document, I think the following would be clearer and would emphasize positive steps, e.g. referencing a State "promoting" the well-being of its people rather than "hindering".

50. We strongly urge States, in building the information society, to carefully consider and comply with established principles of international law and the Charter of the United Nations and to refrain from any unilateral measure that impedes or hinders the full achievement of economic and social development of its people. We encourage all States, when enacting and enforcing laws and policies affecting participation in the information society, to promote the well-being of the people of the affected countries through advancement of digital connectivity and access to information for all populations.
