Dear Carlos, all,

first let me commend Elizabeth Oluoch and Alexey Trepykhalin for this short, clear and solid paper. My comment is more on the broader picture:

1. ICANN should not insist too much in that it is a "good GDC kid" because "good GDC kid" is not necessarily an honorable badge. We more likely don't want many of the consequences and even content of the GDC for the Internet.

2. ICANN is not only a poster child for a multistakeholder approach (notwithstanding some caveats), but more importantly, a laboratory, an experience to be studied, from which lessons learned can be applied, mutatis mutandis, to other fields - BTW, not only digital. ICANN or some of its allies and I* cohort members should call for any progres to be made via the GDC to be based on careful study and adaptation from those lessons. One very important one is "one size does not fit all" and so, for example, more government involvement is needed in issues related to law enforcement (and we already have M3AAWG and APWG as examples of things that work), or less, in technical standards development work. 

3. ICANN should clearly express concern for the effects of the GDC (and cybercrime convention and other stuff countries will try to bring under this umbrella) on the Internet in general, carefully avoiding mission creep but also clearly articulating what is about to be lost in openness, interoperability, etc. and which will make things difficult for the Internet to be for all while abiding by these core principles. There is a risk that an Internet governed under the GDC will stop being the open, interoperable, best-effort etc.. Internet we know and become more fragmented, less interoperable, eschewing the "dumb network" paradigm, less open, less universal reach, etc. and THAT is definitely a concern for ICANN. In particular the risk of fragmented technical standards, fragmente address and name spaces, etc. are of direct concern to ICANN.
