Outcomes implies that the decisions are potential binding to concerned parties, Outputs may not, it provides leeway for anyone that finds the substance useful to take advantage of it.

I don’t recall seeing the objection you mention; I wonder if it was made on the basis that the term ‘outcomes’ might suggest ‘decisions’, as the IGF is famously ‘for decision makers, not decisions’. The alternative word suggested might have been “outputs” as this is what appears to be used on the IGF website

Though I know they are trying to shorten the document, I think the following would be clearer and would emphasize positive steps, e.g. referencing a State "promoting" the well-being of its people rather than "hindering".

50. We strongly urge States, in building the information society, to carefully consider and comply with established principles of international law and the Charter of the United Nations and to refrain from any unilateral measure that impedes or hinders the full achievement of economic and social development of its people. We encourage all States, when enacting and enforcing laws and policies affecting participation in the information society, to promote the well-being of the people of the affected countries through advancement of digital connectivity and access to information for all populations.
