There are several different parts in the RCC submission. Some of them are repetition of old proposals, which have been analyzed by the ICANN GE team in the country focus reports, the ITU updates and the UN updates you can download here: https://www.icann.org/en/government-engagement/publications.

Hope that they will be helpful to members of the network to better understand the new proposals.
