But speaking in a personal cpacity…
The concerns about AI are global, and as much in the West/North as anywhere else. And they are being raised vocally by people from almost every corner and sector of society.
In contrast with the Internet, AI problems are being demonstrated much more quickly than concrete benefits are being realised. AI is not just bringing risks, it is causing actual damage right here and now; while its benefits include more illusion and promise than delivered solutions. In case of the Internet governance we could say "don’t throw the baby out with the bathwater", because we had a healthy baby that people could see and use; but as for the AI baby, there are only gruesome analogies as to what kind of baby it is.
I don’t think it’s any surprise that the UN is moving quickly on AI governance; but I also don’t think this can be countered without genuine concrete alternatives. In case of the Internet, the "alternative" was a prevailing system with a 30-year history; but what can be offered in case of AI?
There’s not a lot of time to create new frameworks for AI governance. Unless the countries/companies that are bringing the risks and problems to the market can move decisively and quickly to genuinely curtail them, to buy the time that’s needed, then I think it will be very hard to catch up with this push for a UN framework.
