Hi

Para 59 is agreed language from 2003 that’s been repeated many times.  The problem is that it isn’t  nested in other friendlier agreed texts that would contextualize and balance as previous, so it reads pretty starkly, especially next to the enhanced cooperation bit.  Might be useful to encourage them to draw from a broader set of passages.

thanks. Indeed! it goes back to "multilateral" and reads like the years 2003-2025 had never happened. Got to work on steering towards a much better outcome and it looks uphill.
