We decide that the Internet Governance Forum shall be made a permanent forum of the United Nations with continued secretariat by the United Nations Department of Economic and Social Affairs, on a stable and sustainable basis with appropriate staffing and resources, in accordance with United Nations budgetary procedures. and 101. We call for the strengthening of the Secretariat of the Internet Governance Forum, to enable it to continue its development, implement further improvements and support the work of National and Regional Internet Governance Forums and intersessional activities, and invite the Secretary-General to [make proposals concerning future funding for the Forum](deleted) submit a proposal to the General Assembly during its eightieth session to ensure sustainable funding for the Forum, combining a mix of core UN funding and voluntary contributions. Hi all, here are my first comments (as member of the IMSB): ".....I checked the changes in Rev. 2 and do not have substantial comments. The general spirit of the document is good. As said after Rev.1, it avoids to wake up "sleeping dogs" and keeps the door open for improvements and enhancements in a less controversial future. I hope that the final document will keep this spirit and will be adopted by acclamation. But here are some minor observations, in particular with the IG section and the Follow Up. 1. I am little bit confused with the relationship between paras. 98 and 101. Para 98 says that UNDESA should function as secetarial support for the IGF, para. 101 supports the secretariat in Geneva. The relationship between UNDESA and the IGF Secretariat should be clearer formulated. 2. I regret that in para. 89 we have only a warning for the "risks of fragmentation of the Internet". One could add here, "...including the fragementation of the Internet architecture". 3. In para. 101 the UNSG is invited to make proposals for the financing of the IGF to the "80th UNGA", that is until summer 2026, right? I support this pressure. 4. Lets cross the fingers that para.93, the reference to the SPMGs, remains unchanged. 5. In the AI section (para. 81 ff.) I would like to see an invitation that the United Nations Inter-Agency Working Group on Artificial Intelligence (IAWGAI) should cooperate and coordinate with the IGF and its PNAI. 6. In the security section (para. 52 ff. ) I support the deletion of "critical Internet infrastructure". I would add also a new para. with references to the UN Cybercrime Convention (Hanoi Convention), saying "we take note of the signing of the Hanoi Convention..." 7. In para. 119 (UNGIS) I still miss a reference to "multistakeholder involvement". It could be settled by adding just the word before "dialogue". "...with a view to fostering multistakeholder dialogue, partnership-building and review of progress on digital cooperation" 8. I applaud in para. 121 the new language "avoiding duplication and ensuring coherence" between GDC and WSIS. "Coherence" is the right word. 9. I support in para. 122 to move from "annual" reporting to "biennial" reporting. 10. In para. 4 I support the addition of "other" in the proposed language: "... governments and other stakeholders". This makes clear, that governments are a "stakeholder" in the multistakeholder approach. In the ongoing WSIS+20 preparatory process one could have the impression, that we have separated "stakeholder consultations" and "governmental negotiations". This is one of the weaknesses of the actual process. We did see only little interaction between state and non-state actors. This has to be improved in the WSIS+30 process. The language in para. 125 keeps this open "...involving the input and participation of all stakeholders, including in the preparatory process". This is a good message of hope. :-). Probably something like the IMSB could function as a permanent link between governmental and non-governmental stakeholders. To make the role of co-facilitators permanent could be another option to bring more stability into the follow up on the road to 2030 and 2035 and to guarantee more coherence between implementation of WSIS Action Lines, SDGs and GDC (including AI)
