It's clear to me what some, at least of those fundamental issues are.
1. What powers/roles will ICANN be vested with by the USG at transition.
2. By what legal mechanism will that vesting take place
3. What mechanisms will be in place to ensure that ICANN exercises those powers responsibly, legally and effectively once the transfer of governmental power takes place.
