It's critically important to get clarity here, and drilling down and getting concrete examples is extremely helpful. Web servers, mail servers and other devices are hardware. It's not hardware that ICANN needs to be specifically prohibited from regulating, but what is done using that hardware.
So the proper term is "web service" not "web server", and "other services" not "other devices".
