ICANN have persistently lied for 15 years when they promised to remove it.
Clearly introducing this again is just part of that long-standing policy to get their way by obduracy.

There are no Sponsoring Organizations in the ccTLDs only ccTLD Managers, as per the recommendations of the Framework of Interpretation Working Group.
Putting this incorrect terminology into the Bylaws would allow an opt out for any ccTLD Manager so desiring.
