My iPhone has an app called Clock which has a function called World Clock, where I have put the locations I am interested. Google Calendar has an option for two time zones, and one can set the time zone when adding an event. The ICS files circulated usually work as is. For the benefit of those _not_ traveling to Singapore, the times of the meetings in UTC rather than local time would be helpful, and it would be useful if the staff announcement mail contains the usual pointer to the time conversion web site.
